I have already made a website including a shopping cart using a template. but I would like to change the look with my own design. There is a provision on the site builder I used to upload a custom template but I don't know how to do this

OpenOffice will read and write HTML files, but I don't know how easy it is to use as an editor. If you want WYSIWYG, and something designed specifically for HTML, you might be better off using something else. Check out NVU for a free one.

Open office doesn't have a program specifically for web design/layout. If you have something that you just want to change the look up, I would consider learning a little html and css. If you are looking for a good, free program for web/html work, you might consider html-kit. It has a lot of good plug-ins that you can download.

well im not sure what you mean by open office, but microsoft frontpage has three tabs: preview, html, and I forget the others name, but that tab is a drag and drop tab where you can build the design of it, and switch over to the html tab at any time to change the code. Then you can go to preview to make sure it looks right in a browser.

I don't know what you mean by "open office" I I use Notepad or Wordpad to write my own HTML, but it isn't WYSIWYG, you have to make a change, then load it in your browser to check it.
