Female Prisoner # 701: Scorpion , a Japanese film, had a few different titles though, 1972 I believe (imdb.com will tell you), there's a weird women in prison film for you, I thought it was pretty good though, Tarantino likes it. You're right it was a theme that died out, couldn't tell you why though.

It wasn't big.
It was mainly in B movies like "Caged Heat" that you saw women in prison and it has never truly died out but it only works in B movies. I am sure if you google alternative videos you can find what you are looking for.
Oh, and the reason the late seventies had so much to do with sex was because this was shortly after "Behind the Green Door" became a porn success and the mob moved in on the film producers and the government make selling porn legal in order to prosecute the mob. At that point and time porn statred to make more dramatic films and mainstream companies started to add more sex in their movies. All this ended when Reagan took office and Hollywood quickly changed from focusing on sex to focusing on violence. Enter Rambo.
