The Bulls made the biggest off season addition by signing Ben Wallace.
I think Portland improved themselves dramatically in the Draft (Brandon ROy is going to be a very good player), as did Charlotte (Adam Morrison), and Minnesota (Randy Foye).
New Orleans also made a number of improvements, including getting Peja.
Toronto, Utah, and Houston also added some young talent, and some solid veterans who could all play key roles in helping them to contend for playoff spots.

id say the raptors added tj ford fred jones rasho and number 1 pick bargnani and some other good role players
id say the bulls but ben wallace got a bit overpayed and his contract is too long for his age. he is a guy who is in the league because of his athetic ability. when he gets older and that slips he wont be very valuable.
the hornets did well also tyson chandler and peja

CLIPPERS!!! They actually kept and resigned good players!! Sam Cassell!! They lost Vlad Rodmonvic, but signed Tim Thomas! We did good last year with the team they have! Cassell is going to be the next Avery Johnson. He'll be a coach a few years after he retires.
