He means that (paradoxically) when a person or government tries to serve "the public good," the result is usually the opposite of what was intended, but if an individual puts his own interest first and simply tries to earn a living by producing something of value to trade with others, that individual is guided "as though by an invisible hand" to benefit others (Adam Smith wrote this in 1776)

Hank Rearden does what he does for his own good. If it happens to be the public good so be it, but everyone is motivated by self interest. Bill Gates does not run Microsoft for the public good, GM and Ford don't build cars for the public good, but look at how much good is done by us having computers and cars.
Joe Stalin killed millions for the public good, Hitler killed 6 million Jews for the public good.
