14 inches is the longest known size of a Penis, though you won't find one. You may, if you look long and hard (no pun intended) find one or two between 10 and 12 inches. 6" is much closer to average.
I don't know the longes known size of a national. I don't even know what this means. If you mean the nationality of the guys with the biggest ones, this source says Sudanese.
