Is the radiator big enough? Just because it is new doesn't mean it is large enough to keep it cool. Keep the 180 thermostat, as long as it is working correctly. The fan needs a shroud to help draw air through the radiator. No shroud around the fan will help it run hot. The wrong size water pump pulleys can also hurt cooling capabilities, but this is rare. A larger aluminum radiator would help it run cooler. I wouldn't worry about coolant temp until it goes over 220 degrees. From 180 to 220 degrees is normal operating temperature.

The fan may not be coming on the high speed. I'd have somebody hot wire it direct and try it out. If it can cool down at say a steady 50 mph it's the fan. If not it's the head gasket or worse.

are you losing water, if not the thermostat maybe bad , yea i know you said it was new. but a lot of times new ones are bad. take it out and boil some water and set it in the water and look to see if it opens. if it doesnt replace it. you may need to install another fan if you have any room. arizona gets extremely hot.
