Yeas you can! I believe Yahoo offers one, or you can create your own from a free site like freeservers.com

allows one to tag the photos, add notes, and comments. you can set photos to private viewing to friends, and to family (higher privacy setting).
flickr is free. the only limitation to the free account is you can't see more than 200 photos in your archives----you can store more than 200 photos, but only the latest 200 are shown. to view more, you have to save the invididual links to each photo page. pro paid accounts have no limitations.
