You don't NEED to have an outside aerial, an indoor one will work but you may lose some quality of picture.
If you have the money put a digital aerial on the roof or as high as you can.

I set one up for a man i know useing a indoor aeriel he picked up all the chanells fine,he did live in a upstairs bed sit though,i was given a freeview box the other day and tryed to put it in my kitchen and i couldnt pick up any signal at all,the mans i set up only lived accross the road,so i dont know if it was because he lived upstairs or it goes on the quality of the freeview box,the one i have is a pace one,the mans is a bush one.The best thing to do is just give it a go and see what happens, you wont do any damage to it.I hope it works for you.Good luck let me know how it goes.

My son has an indoor aerial for his freeview box. It cost £230 but was worth it as we have to have planning permission to put up an outside aerial.

By the way, I live in a bungalow not a high rise and the signal is just fine.

yep you need an aerial, but instead get your self a pc digital tv card they all come with freeview. i got mine about 2 1/2 years ago. as the new free channels come into broadcast on freeview just rescan for the new channels. saves energy and squabbling over comp and tv. i just have a splitter running into the back of the tv card on the comp, and i can record straight onto hard drive legally as the house is licensed for recieving broadcast with the intention of recording.

edit: you do need an outside aerial for a good reception, but your existing analogue aerial will do it no problem.

You can sometimes get a picture with an indoor aerial, but probably won't get all the channels. An outdoor aerial is the only way, really.

Having said that you can get indoor aerials with boosters which might work.

It all depends on the strength of your local signal. If it's strong, you can use an indoor aerial, if not, then it'll have to be outside. You could try a signal booster, available from most electrical stores.
