I have a foreskin and I just noices that there's white small dots around the head of my penis. Is this normal? And on my foreskin I notice small little bumps like hair bumps, is this normal too?

If I were you, don't take the advice from here - go straight to your treating doctor.

If STDs and infections are ruled out, then it's an entirely normal thing. It could only be smegma if you can wash it away. I think what you're looking at is one of two things. See links below.

Ok it can be acne, genital warts (they can still grow on the shaft), or any # of skin conditions...you might wanna mention it to your doctor thats what their there for.
