the discriminant's value is given by b^2 - 4ac. a=1, b=7 and c=9. solving that, you get 49 - 36 = 13. since it is not equal to zero, the graph touches the x-axis at two points. (not being equal to zero indicates that there are two real roots, as long as the discriminant is positive.)
2. C
if the discriminant is negative, that means that the equation has imaginary roots (remember, there is no such thing as a square root of a negative number!). an equation with imaginary roots does not touch the x-axis. -31 is given by the formula b^2 - 4ac.
