I'd say Sweden- this is where the majority of stem cell research was pioneered and is best done and known- as well as Germany.

United States. To my knowledge, there are no restrictions. Just because the government isn't funding embryonic stem cell research, doesn't mean it is restricted or illegal. Anyone (pharmaceutical company, etc.) that wants to do it, can. And adult stem cell research IS still funded by the U.S. govt.

Since most of the African governments have degraded to chaos, I'd say one of them because they don't even know what it is and therefore could not restrict it.

Burkina Faso. I doubt there is any stem cell research going on there. . . .so there are "no" restrictions.
