Jackie, your problem could be related to allot of things. A Jeep of this age most likely has allot of hard miles, and has seen allot of weather, here are things to check.
Shocks
Springs
Suspension bushings
Tire pressure
Steering stabilizer
Steering gearbox
The thing I have seen the most issues with on this type of complaint, is loose suspension bolts, have every bolt dealing with the suspension checked for the proper amount of fastening torque. If any of the bolts are the least bit loose it will allow the jounce re-bounce affect that your having occur.

I know you said you have put new tie-rod ends on it but have you taken a look at the Idler arm and the rest of the steering components?
Did you check out the universal joints?

My 93 Grand Cherokee did something like that when I would brake at high speeds. It was the horizontal stabalizer which is a part of the steering control.

check the ideler arm and when they replaced tie rods did you get a alignment whenever you change a tie rod you need a front alignment the u joints will not cause this the stabalizer link will not cause this it would be a good idea to check shocks also

My brother had a Ford Ranger that did that same thing. He put new shocks on it and it completely quit doing that. I hope this works for you.

it could be a number of things like bad wheel bearings bent rim or other damaged steering componets

your front tires are out of balance or you might have a bent rim I would say.
