As I understand it, there had never been a rainbow up until that time. Either there had never been rain before (Genesis mentions that Eden was watered by a mist rising from the ground- so there might have been fog-- clouds on the ground, but not at altitude so as to rain) or there was something fundamentally different about the atmosphere, so that sunlight did not refract through raindrops.
Many people believe that there was a 'canopy' of water or water vapor present around the earth, so that (perhaps) the image of the sun was not clearly visible up until that time, and when the Earth came into contact with the canopy, it all rained out as the Deluge.
The rainbow is a way of saying "See, it's over; this rain isn't going to last forty days and forty nights like the other one that flooded the whole world; that isn't going to happen again."
It wasn't a matter of people not being able to see, but of rainbows never having formed before.

Colors are what God used to paint the Universe. Rainbows are just Him cleaning the brush, by the way, He is still painting us (Working on us).

When I was a kid, I thought the world was in black & white before the 1940's. Why? Because there were no color films before then!
