If the up links and down links were on the same frequency they would interfere with one another.
Imagine all cars using the same lane on a highway but going in opposite directions.

Hi. The ISS downlink is 145.800. a scanner will pick this up with no problem. The frequencies have to be different so as not to interfere with uplink and downlink.
