It's a pain in the butt, isn't it. But, here's the solution to correct this:
Shut down all instances of Internet Explorer, except one. Right click on any link, and select "Open In New Window". Close the original browser window, and resize the remaining window manually by dragging each side as far as it will go. (DON'T click the maximize button to do this). Now, hold down the CTRL key and click the X at the top right of the page to close Internet Explorer. From now on, IE will open new windows full sized. Good luck.

You appear to have malware.

Get adaware, spybot, windows defender. All are free.
Install them.
Run them.
re-boot in safe mode.
run them again, and run ad/remove programs.

because you closed it last. What ever you close last will be the size to come up first
