Seeing how igts a big truck like a ram i know they have drum brakes, most all trucks have them because they are a better parking brake, 2 things this could be, one what the other guy said, the drums may be to tightly adjusted 2 shoes, but i doubt that one because as the car gets miles on it the drums loosen and you have to have them re-asjusted. so i doubt they would be to tight unless you just had a brake job, i would think from the info it could be a frozen e-brake cable, they get dirty and rust and lock up the rear brakes, common on higher mileage trucks abnd suvs, sometimes you can lube cable and free it up, if not you just have to replace cable and adjust brake shoes, not very exp. hope this helps.

9 times out of 10 when someone complains of their rear brakes locking up it turns out to be some kind of contamination of the brake linings. This could be either an axle seal leaking or a wheel cylinder. The only proper way to check this is to remove both rear wheels and brake drums and inspect these components. A very small amount of fluid of any type on brake shoes will make then grab and lock up as you describe.

if their drum then the release springs are weak and the wheel cylinders are hanging up. could also be the proporting valve is bad. if their disc then the calipers or hoses are bad. are you sure the axle seal aren't leaking and got on the pads/shoes? thats teh usual cause

If they are drums, then they should be adjusted to be more loose.

try replacing thte calipers
