Sounds like you have got a serious virus problem.
If you can,go to www.lavasoft.com and download AVG, it's free and about the best free anti virus program out there.
Down load AVG and any updates they have, then disconnect from the Internet and scan for viruses.
AVG also removes any viruses you might have.
After doing this restart again and it should be OK.

It sounds like a virus. You shouldn't keep restarting when you have a virus, because that helps to proliferate deeper into your system files. A virus is made to corrupt your files. try to run a virus scan on a web site, since your computer is probably too corrupted to do it. Good luck.

In the windows evnvironment?

have you deleted any fonts recently?? if you delete any core fonts you'll get some very unique symbol fonts that replace the missing ones! if you did then you need to put those fonts back!!!

check the commection between the monitor and computer.
you have a fried bios
you have a virus
youve blown your overclocked video card
your hdd has had a head crash
