Im 5' 1'' so I have the SAME problem finding 00 jeans!!
Here are some suggestions:
1. Pacsun-tilt jeans: They have 00 short there for 30 bucks, they usually have sales 2 pairs for $50 tho. (I stocked up on like 8 of them lol)
2. Abercrombie-Although I don't shop there (pricey) they do have jeans in 00.
3. Charlotte Russe-The 00 was actually to small for me so I bought a size 1 for $30.
4. American Eagle- They don't carry 00 short in store only in their online store, I ordered a pair and they ended up being too big.
5. Small boutiques that favor to the sizes of petite women.
6. Look around the kids department of Jcpenny, Macys, etc.
7. Tailors can always take it in on the length, or waist size a few inches.
8. Its also better to buy a size that is slightly bigger cuz my jeans always shrink a little even when their washed in cold water.

I've never heard of that size and 24 is only an inch bigger than my waist size and I am very slim so I am amazed to hear that you have hips smaller than my waist. How old are you? Are you an adult yet?I used to buy from children's sections but it is easier now to find adult clothes for the smaller sizes except that sometimes they are not long enough for me. Sorry I do not know any shops in Chennai.

at abercrombie and fitch they have size 00's. but their pants run big and they are expensive. so you could try abercrombie kids or hollister or forever 21 had some small sizes. im in the same boat as you i wear a 00 - 0 and i can hardly ever find jeans small enough. but my body also has shape unlike a girls so i cant wear girls pant that well. but ya try abercrombie kids would probly be the best bet!

Try Charlotte Russe. Most of their jeans are tight fitting. Even if you buy a size small, and wash them, they will shrink a little bit.

i understand your problem. kid's sizes are probably to big in the butt/thigh area and too short.
i get my jeans from goody's. brands like mudd, zana di, and bongo usually have really small size 0's. smaller than most 00s ive tried. angel is an okay brand too. they're a little big on me because the smallest size they come in is a size 1, but i'm okay with loose jeans. aeropostale 00s are sometimes alright. they're a little short for me, though.

size double zero is for like adults. double zero is like size 14slim or 16slim in abercrombie, just buy there, if u dont like it there, ther's abercrombie & fitch , and hollister, they have double zero there.
