The short answer is yes there are. They are called "inside storm windows". I have seen them available as kits where the frames can be trimmed to size and clear plastic applied in the frames. They are not practical on trailers because the walls do not offer enough depth for their use. They can be used on some types of windows in conventional houses.

I think the best cheap option is the tried and true clear shrink plastic that is available everywhere and applied with double sided tape around the perimeter. The wrinkles are removed by gently heating the plastic with a hair dryer.

I don't know about a plastic frame. I have used plastic on the insides of windows, though. You apply a double-sided tape to the edge of the window frame, and then you stick plastic film (like thick Saran wrap) onto that. Next you heat it with a blow dryer and it shrinks to a smooth sheet. It really works at insulating the window. They sell it in hardware stores in the section where the weatherstripping is kept.
