Firstly turn of the water main take a wrench and take of the tap replace the washer from any bunnings replace it all after making sure all rust is removed and tighten all fixtures.

It is almost 100% certain caused by a worn-out seal inside the tap. Most are pretty easy to replace with just basic tools, the trick is knowing how to do it.

Take a picture of the tap (cellphone photo will do) to help identify the exact model, and also note the make (American Standard, Phister, etc.). Having a picture with a ruler right next to some part of it can help a lot too, since sometimes there are similar looking designs that differ in size.

Take this info to the local Orchard Supply Hardware and ask for help, they almost always have someone int he store with a lot of experience and know-how.

Some people say the guys at Home Depot are really good too, but I have had mixed results with them -- some seem pretty sharp, some don't seeem to know a washer from a compression fitting.

Some people also say Ace Hardware is good, but I've personally had nothing but bad luck there -- your experience may differ.

the first thing to try is to replace the washer or o'ring, depending on the kind of tap

if that doesn't work, all the other things that can be wrong can require some unusual tools to fix and you may have to replace the faucet
