the kind of staff he/she has to work with,
the resources he/she must have at his disposal to work effectively,
how he/she can achieve set targets more effectively,what factors he/she has to take into consideration when drawing out programmes for broadcast,what are the qualities that he/she has to possess to enable that one to work effectively,what are the factors guiding the quality of presentation,what are the areas of control or span of control of the programmes manager in the television station,how can he/she always improve upon personal performance and that of his staff,what must he do if he is to be an exceptional manager,what professional ability must he possess,what talent must he possess to enhance professional performance,what will the structure of the programmes department be,what is the heirachy or chain of command in the programmes department like?

A programmer of a television station must have almost all the same qualities of a manager in any business. Leadership, decisiveness, good judge of character, etc.

The hierarchy is much the same as a business, it is unique to each company and each station in this example.
