Yes, this is real easy and works with all the Sims 2 games whether you have expansions or not-
Turn on the cheat code by pressing all three of these keys at once
ctrl-shift-c
then in the box that opens copy and paste this in:
boolProp allow45DegreeAngleOfRotation true
then have fun moving things around.
If you need to place certain kinds of things at normal angles and you have problems, just turn the cheat back off again by pasting this in:
boolProp allow45DegreeAngleOfRotation false
That'll do it! Have fun!

Sorry, but as far as I know, there is no way you can do that. I know it sucks, I love the Sims 2 also and that is my #1 frustration with the game! Otherwise, it is a nearly perfect game. If you try hard enough, there might be a mod you can get online, but I wouldn't since most of those are just viruses and they cause your computer to crash! I just wish they would put that in their new expansion pack, Pets! That looks cool also! Cheers and sorry!

I forgot to tell you that you need to press either "," or "." to rotate the object.
