No. Judges very rarely fine lawyers, and then it's usually just for misconduct in the courtroom. There's no set amount for those fines.

If a client doesn't like his lawyers advice, don't take it. Find a new lawyer.

It may depend on the kind of case you refer to and the kind of job you have. If you are for example a real estate agent, accused of theft while working under you license as a real estate sales person or broker, and in order to settle your case for a lesser penalty, it was suggested that you voluntarily give up your license, then it might make sense. It depends on what the client might want to do - either accept the chances of a higher punishment (and maybe lose the license anyway) or to give it up at the front end in exchange for a more favorable reaction from the sentencing judge.
