yeah its under the start menu, if its not there
righr click on the start menu, select properties go to advance, and make sure the "Show Run" option is selected, click ok on all the screen and it should be under the start menu now

clk Start and Run should be right above the Start button.
If it isn't: Right clk Start / clk Properties / clk Classic Start Menu / Customize and put a check in the box DisplayRun.
Now Run will be above the Start button when you clk Start.
If you don't want the Classic Start menu, right clk start again / properties and remove the bullet in the classic button. Any questions, message me.

right click on the taskbar, click on properties ... tab .. click on ... then choose tab .. from there check the run command
