If you want to start a blogging website Just take a LINUX hosting account and then take a script of www.wordpress.org the script is free any computer knowing person can install and you will be getting huge help resources for that by wordpress.org ITS A BEST BLOG script.
Secondly if you dont want to own a website. just go to http://www.blogger.com/ ITS FREE AND AS YOU ASKED.....ITS THE BEST

A blog is a website that you keep as a journal. There is lots of them, and some are thematic, mean that aren't just personal. Whatsoever, many people confuse the software used to blog, with a blog itself.
Anyway, a blog works this way: you installed the blog software in a server: you need a database to work with. Then, you are given an account where you can enter a post. You can post pictures, plain text, or anything you server allows you.
If you don't know how to install it nor have your own server, many services come with one pre-installed: like blogger.com or wordpress.com, those are free. You just sign up, chose a template and start writing. If you know some HTML you can change the layouts.
Mostly people do it for fun, but for some others, its a better way to keep their sites updated, like news sites, as you can publish the news with only a click.

Blogging is a simple as sending an email.
If you chose a blog hosting service there's no maintenance, otherwise you'll need to install a CMS on a server and thus become a webmaster.
You'll earn money mostly with contextual advertisement such as Google AdSense.
A thread is all the posts in a topic on a forum, nothing to do with a blog.
