great! lace is a beautiful material but can be difficult to sew, it take's time and patience. My suggestion find a lace u like, depending on the size you want for your skirt. Go to you local sewing store and ask about lace and material for a slip underneath, no doubt the man or women there will be able to help you. Or if you want you can ask for a list of places where they make custom dresses pants ect. and go there. That way you are dealing with professionels who know what they're doing and all they will ask is for you to get the materials you want and they will put it all together. No doubt it is more expensive but its a skirt you want that will last for a long while

Best suggestion I can give is to select a pattern that is quite simple and straight forward. Ask the assistant for advice on materials to use - quite often there is a list on the back of the packet with some ideas. Take it step at a time following the pattern for both cutting out and sewing instructions.
Good Luck with your efforts - you will always remember you first achievement and be proud of it and as you continue will notice your own improvements. The first item I made was a quite complicated waist apron - going back many years - my friend and I made one each and helped one another. Had lots of laughs and pricked fingers.
Handy hint lace and chiffon are not the easiest materials to work with for a first attempt.
Good Luck.

you can buy patterns at fabric stores. Just be aware that light fabrics like chiffon can be hard to work with because they fray on the edges easily. But you can also ask the clerks at the store for tips on sewing those types of materials (the right type of needle, which stitch is best, etc)

the first thing you do is buy a pattern , do not buy expensive material for a first attempt, the person in the store will help you to decide , pick a time when the store is not busy , and choose a pattern that said "easy sew" .there is some preparation that need to be done first, so you will need patience good luck

Patterns, materials, hard work, steady fingers and patience...
I've made so many sets of clothes... with six grown up kids, all by hand... because funds were short, I cut up my own clothes and curtains, bought materials from markets, and jumble sales, and rescued fabrics from anywhere I could... and sometimes, on a good year, I got brand new material as well.
I've made four dresses once a year (four girls) and my son was the youngest kid in the UK to have denim jeans, aged 18mths in 1964, I know this, because they were not on sale for toddlers then and I cut my own jeans up to make them. All the other mum's wanted to know where I bought them... still got a picture of him wearing them.
If only I had had the money to buy denim then... I could have made a fortune!
I've made dressing up clothes for school plays as well, and fairy story hats they chose from books... by the score.
My Maid Marian costume, made for a school play, was worn for over a year at separate events by the same daughter, she wore it at a school disco, and as Mary, in the school nativity, it was so popular at her school!
And that was all before I could afford my own sewing machine... and had to sew by hand... despite having been a trained machinist in my youth!

Get all sorts of fabric you like. Cut all of the fabric the same size. Layer the fabric on top of each other. Sew the fabric and make a thin layer inside!

first you have to find a pattern. See if it suggests a type of fabric. then, find fabric, the pattern will tell you how much to buy. See if you have to cut on the bias (against the grain) lay out your pattern to fit on the fabric. Cut out the pattern. Pin where necessary, pull out sewing machine. Sew where instructed.
Viola!!

Get yourself to a sewing dept in a department store - you'll get a variety of patterns, loads of ideas and staff who will give brilliant advice - and if you see material there you can buy it - though there are lots of cheaper shops.
