That is a tough situation.
The only thing that comes to
mind, other than changing
the entire government and
its civil workers, is to do
it one thing at a time.
I don't know where you live,
but sometimes writing to the
Editorial of the major newspapers
helps, but you need to write about
a specific situation, give dates, names
and details.
That is one way, and have your family
and friends do the same.
