Philosopher-kings are the hypothetical rulers of Plato's utopian Kallipolis. If his ideal city-state is to ever come into being, "philosophers [must] become kings…or those now called kings [must]…genuinely and adequately philosophize" (The Republic, 473c).

Plato believed that what was true of the soul was true of society at large. His ideas were that the macrocosm of having a harmonious inner life and being happy would be the appropriate structure of society. If the soul consisted of three parts: the philosophical, the ambitious, and the passionate energies (the latter being the largest component) to live a harmonious existence all three needed to be in the right order--the philosophical side controling the ambitious side, and together the two controling the monster inside of us which is our passionate energy. To him society needed to be stuctured in the same way. Democracy, for all of its virtues in allowing individual expression, was releasing the passions within us and according to Plato it would lead to absolute tyrrany. As Toqueville says, "Democracy is the tyrrany of the majority."

He meant this:
"There will be no end to the troubles of states, or indeed of humanity itself, till philosophers become kings in this world, or till those we now call kings and rulers really and truly become philosophers."

he meant a person that could think only for the good of the people and not for only his own. The philosopher knows what is right and only him can be the right king.

Plato was based on Socrates... so Plato would be the princes, not the king.
