For importing a used car in India for personal (non-commercial) use, you can do so complying with certain criteria and furnishing undertakings not to sell that for certain period. Instead of referring to rule books, I suggest you to contact import facilitation agents or service providers for faster and definite practical results. If you could not find any such agent or service provider of your own, you may email me for the purpose.

For Overseas India Citizenship, visit http://passport.nic.in/ and click on PIO section for details and procedure. This is the Government of India website for the purpose, authentic and workable.

Before deciding, you have to go through some books relating to FERA, Excise duties & import charges etc. or you may take the help of overseas Cargo Agents.
