Some of the first super-heroes were drawn with the idea of showing off their muscles to emphasize how strong they were. I've heard that the creators of Superman thought a tight-rope walker's outfit was very dashing and heroic looking.

What self-respecting superhero would wear pants? Business-Man? Stockbroker-Man? Professional-Woman? Nah...tights do a better job. A person in pants could be just anyone! It takes someone with superpowers to get away with wearing tights in public.

As far as saving lives it doesn't matter what they wear but the tights are so sexy over pants.
Sex sells better then a pair of pants any day.

tights just attract the girls alot better. tons of girls like a man in tights, lol. they also emphasize their muscle more.
