u can make a web page if you learn HTML. Those codes are written in notepad here is the link where you can learn basic HTML http://www.accessv.com/~email/webpages/lesson1.html

Try Freeservers I found it very easy to use and set up is ample unless you want loads of info on your page..at least its somewhere to practice.
