How can we be? It's nature and no matter what we do all we can do is be prepared as best as we can be.

Huricanes, earthquakes, tornadoes etc are a force that we can't predict.

for another Cat 3 hurricaine? or for an incompetent City and State government like louisiana has? Because Mississippi has recovered from Katrina, but remarkably New orleans hasn't. Maybe this time, 'school-bus' Nagin will make use of the school buses, and people will actually leave town instead of sitting and complaining that the government isn't doing enough.
