There is no way to ascertain the truth. I'm tempted to say that he (by which I mean the Administration and not Bush personally) was actively involved, but there is no concrete proof. He may have simply let it happen. There is no objective analysis that points one way or the other, so I guess by Occam's Razor, he let it happen.
