You will NOT find yourself the only gringo in town, as it is a city in a metropolitan area of about 900,000 people! I am originally from the US but currently live in Torreon. There are expats there, and a good number of foreign manufacturing firms --including John Deere, Caterpillar, Tyson, Takata, etc.

There are MANY bilingual and English only schools there, as well as Tech. de Monterrey and a good selection of other universities. It is a good city in which to live and practice your Spanish. Although it is not a typical tourist destination, it is a good jumping off location for visiting all of northern Mexico and with its great airport, you can fly to other large Mexican cities without difficulty.

If you are serious about learning about Mexico and in learning Spanish, I think it is an excellent location in which to live.

Its a small city and very hot. Probably a 20 year old will get very bored because its very provincial and does not have many options either to have fun, museums, culture, theatre, etc.
