NEW ORLEANS - First came the floodwaters, then the paperwork. Billions of promised federal dollars to fix New Orleans' crumbling infrastructure have gone largely untapped a year after Hurricane Katrina. City officials complain that a snarl of red tape, restrictions and unexpectedly high costs have kept hundreds of public buildings in disrepair, streets pocked with potholes and most parks too dirty for children to play. "It's an incredible bureaucracy. It's unbelievable," Mayor Ray Nagin said in an interview with The Associated Press this week.

Why does new orleans have to wait to get recovery money when iraq gets everything it wants?

I am from New Orleans and believe the US government has done a wonderful job on helping the people here, albeit a bit slow. It is important to note that they were also part of the causation of the catastrophe. They have created some unstable conditions on the Louisiana coastline due to River control and hydrological changes to the Louisiana Coastline.

Because Louisiana and New Orleans are the epitome of corruption. The city was a basket case due to socialism and corruption before the hurricane why should it be any different now? I understand why the federal government would go slowly when dealing with such corrupt characters like Nagin.

Because either
1. people are keeping the money for themselves
2. people don't care
3. Louisiana's Governor / mayor don't have a clue

Lots of people won't be moving back to New Orleans. Much of it will still be unsafe even with the levies built back up. Only two sections of the city survived because of their location. The other parts were unsafe and people knew it...well, maybe not the poor that were living there.

New Orleans is not the immediate concern of our nation. There aren't people still trapped there (other than the people who are Still living in those small trailors which are in my opinion trapped) and since there aren't any terrorist camps there then our government will let the local government handle the mess.

What you just described is the way New Orleans always looked. I should know, I lived there for 12 years.

It's the most corrupt city, situated in the most corrupt state, that I ever lived in.

And most of the people who were born and raised and live there were too ignorant to see the corruption. It's really sad. The only people I ever knew who said they'd never leave were the people who never left.

You know what New Orleans pre-Katrina and New Orleans post-Katrina have in common?

Same idiot mayor.

Hey, Mayor Wonka! Of course the bureaucracy is unbelievable. You helped create it and it's your job to wade through it.

Simple answer..,ask your governor why she wanted 25 billion dollars for an aligator farm for the hurricane relief? You need to look into your local government before blaming it on the federal government. And since your mayor wants New Orleans to be a chocolate town again..,all he is doing is alienating financial help from the private sectors. And it seems theres alot of New Orleanians that screwed the government with the debit cards. You may want to reconsider that question. We get sick of people who wants hand outs and dont want to help themselves.

Did you see New Orleans BEFORE Hurricane Katrina? It doesn't sound any different than what you just described.

Didn't you hear that Bush chose to direct the hurricane at New Orleans because he doesn't care about black people? Duh. I wonder which city he will target with his next hurricane......
