Living on the same street as a cemetery would in no way, by itself, bar anyone from being buried in that cemetery.
However, there might be some other reason.

Cemeteries are often affiliated with a specific church or synagogue, or at the least a specific religion. I don't think those living on the same street are necessarily banned from that cemetery, but it might not be one they are connected to. The cemetery down the street from me is adjacent to a Catholic church; I will NOT be buried there.
