To me a good make over starts with the hair, as that can't be changed as much as make up or clothes. Try getting some layers in your hair, or maybe dying it a warm brown color.
For clothes, try something that doesn't make you look easy...as that's not a very popular look as someone gets older.
For make up...I don't know what you wear already but go for natural colors, something to bring out your skin tone and make you glow.

You don't need to get a complete makeover to change your look. Adding a couple of layers to your hairstyle can change how it hangs around your face. Accessories and a couple of key items added to your wardrobe can really mix things up.
But if you're looking for a complete new look, then look at yourself and your wardrobe and try to figure out what you and what you wear are saying to other people. Try to figure out what you want to say to the world and look for images (people, color combos, hairstyles, etc.) that evoke that impression, clip them, and set them aside for reference. If you don't have a lot of money, try hitting thrift stores to find items that will help get that new look. Don't be afraid to alter something to tailor it to yourself. Sometimes you can get the best "signature" pieces that way.
A new hairstyle and/or color/highlights can really change your look. You'll find yourself dressing differently to complement the new style. A good hairstyle can really effect how you feel and carry yourself.

It's all about the eyes - try to make eyes the most dramatic when you are doing your make-up. Also, dress modestly - it'll get you attention you deserve.
