Any suggestions on what needs to be done to bring FEMA up to readiness?

Are we really ready for another Hurricane like Katrina?

The actual Hurricane was not the problem! The problem Katrina exposed is the lack of crisis management expertise and experience. What happen in New Orleans was CHAOS!

There was no leadership in place to set a course of action and plan the logistics necessary to deal with the situation. While the flooding made New Orleans situation unique, any coastal city from Houston Texas to Norfolk Virgina could be hit by the next Category 4 Hurricane.

The nine states involved are not prepared to deal with the mass evacuation of a city, the reason you can tell is that the citizen have no clue as what they should their city be next be it Jacksonville, Charleston, Miami, or Savannah. As long as the citizens are not prepared the situation will bring chaos.

As Americans we take safety for granted, the next Katrina situation could be a terrorist attack with a nuclear weapon or nerve gas. Imagine the planning that must go into place to evacuate New York City. Is the nation prepared for a crisis managemnt situation involving that many people and have a plan to integrate them if temporary or permanent new environments are needed.

Crisis managment planning starts at the local level, each location is unique and who better than the people of the city know the best way to leave town fast. What works in one location might not necessary work somewhere else.

In my opinion the best way for FEMA to prepare for a crisis is getting playbooks prepared for different scenerios. Each Crisis situation is unique but if you have a predetermine plan on handling the situation it is something that is easy to implement and allow the POWERS TO BE, a course of action to modify in degrees instead of trying to implement a completely new plan.

No, we aren't.
We saw the response of the Federal Government towards Katrina and still don't have an answer as to why there was so much misspending and where all of the money went.

The biggest thing is I don't understand why Louisiana was warned by the ACE (Army Corps of Engineers), several years ago to fix their problems, and they didn't do it.
I mean it just seems to be blame everyone else...no one takes responsibility.

And why the people of New Orleans re-elected Nagin who also handled it poorly-I would have also gotten rid of the State Senator.
The government owes Louisiana a HUGE explanation and money to boot !

No, I don't think any state could handle a devastating storm in any form. It really makes one think about where they should be living, doesn't it ?

No I don't think enough changes have been made. Also it's hard to predict where a hurrican will strike and therefore diffcult to evacuate large numbers of people on short term notice. Cities on the coast should prepare better for diasters like this.

Yes, after last year I think the local, state and federal governments will do whatever they can, as soon as they can to help people. Plus, they will work to get people out before hand, and I think more people will actually leave instead of being stupid/brave and staying at home.

Does the government care? NO.
Will the government care? NO.
Does anyone care? NO.

People are only there for the drama and thrill, seeing dead people floating in river and thousands of houses leveled.

The moral of the story is: you better save yourself if you'll be affected.
