One of the features that made Pingu an international success was the fact that there was no dialogue as such. All dialogue was given in a kind of penguin language ("Pinguish" or "Penguinese"), performed (without script) by Carlo Bonomi.

I remember reading something about this.
It's a made up language but they do use the same words for the same things so in someways they have actually created their own pingu-ees!

There was a programme on this very subject not so long ago. So boring I've forgotten already what most of the content was. however, I do remember that the language is fictitious.
