If you don't want to place your credit or debit card on file, you might want to try registering with an email address from a company, school or paid Internet Service provider. eBay's automated system will determine by the email address that you use whether or not you would still require verification through a credit or debit card.
If the email address you entered during registration cannot be used to verify your identity, you will be asked to place your credit or debit card on file. This usually happens for one of the following reasons:
--The email address came from a free, Web-based account such as a Yahoo! or Hotmail account.
--The email address is invalid when eBay attempts to send a message to this email address and it is bounced back to eBay repeatedly.
eBay keeps your credit or debit card on file as a way to verify your identity safely and quickly . Verifying some basic information about our members helps make eBay a safer place to buy and sell. Your card will be used for identification purposes only and will not be charged at any time.

Setup a Paypal account with your Bank Cheque card number, PayPal is owned by Ebay and is a secure website that when bidding allows you access to the payment area, it is safe and I use it to buy used computer parts for my servers and webpage unit.
Check out the PayPal setup, if you want to use the information from your bank it can be done, just be careful to make the bids and have the money to cover them, you have to accept the purchase if you win, so be sure it is something you really want.
