does any one know the proper name for tree onions? alsodoes one use the small onoins or/and the stems?.?

the tree onion grows from a the main bulb on top of a fairly thik stem, where several small onions grow. The plant is usualy about 18inches or close to half a meter high the small onions are difficult to handle perhaps these are just the seeds for a new crop.
