Somebody who doesn't mince words and has no regard for the feelings of others and doesn't know the meaning of 'tact', you mean?

No. I'm a " Tell it like it is " person, but I certainly don't claim to " know it all ".
I just tell people that if you don't want to know the truth, don't ask me ! Because I WILL tell you what I think personally. That doesn't mean that I'm right or wrong. But when someone asks for my opinion, I'm not going to lie to them.
And. I'm certainly not loud mouthed. I'm a very good listener. Maybe that's why friends of mine call me when they need an honest opinion.

No, because a loud mouth know it all is going to say whatever comes to their mind, regardless of how it will effect someone. If you tell it like it is, you're just tellin' the truth, usually when asked your opinion.

Its a phrase used to describe a situation honestly, not avoiding any of the unpleasant details.
So someone who "tells it like it is" will be brutally honest with you, no matter what.

No when I tell it like it is or refer to someone who tells it like it is means it's the truth and not trying to bulls*** someone.

I disagree very heavily. would you rather they lie to your face and talk behind your back. I think not!. However if you feel uncomfortable around that person I suggest you kindly tell them you would like to hang around with someone else so you could get to know other people.

No it means, the person tells it straight, or does not lie. It means they are telling the truth no matter how in your face it is. Keeping it real kinda means the same thing.

If I were to say that about someone, it would mean that the person is brutally honest, not necessarily a "know-it-all." Someone that is straight-forward and doesn't try to sugar-coat anything.

Nope, it's a way of saying that they tell it like they see it.
If you ask "Does this dress make my butt look big?" be ready for the real answer cause they'll tell you yes!
