It's call jazz rap and is a fusion of alternative hip hop music and jazz, developed in the very late 1980s and early 1990s.

Though some claim the proto-hip hop, jazzy poet Gil Scott-Heron the beginning of jazz rap, the genre arose in 1988 with the release of the debut singles by Gang Starr ("Words I Manifest", which samples Charlie Parker) and Stetsasonic ("Talkin' All That Jazz", which samples Lonnie Liston-Smith). One year later, Gang Starr's debut LP, No More Mr. Nice Guy and their work on the soundtrack to Mo' Better Blues, and De La Soul's debut 3 Feet High and Rising have proven remarkably influential in the genre's development. De La Soul's cohorts in the Native Tongues Posse also released important jazzy albums, including the Jungle Brothers' debut Straight Out the Jungle (1988, 1988 in music) and A Tribe Called Quest's debut, People's Instinctive Travels and the Paths of Rhythm (1990, 1990 in music).

Today check out Common, Tribe, Little Brother, The Roots if you want to feel that sound.

For rap or hip hop with a jazzy feel from recent artists, I'd suggest the album Be by Common, who was signed by Kanye West, which has inspired lyrics and smooth beats.

For something a bit more focused on flow (and a bit more indie), I'd highly recommend checking out Atmosphere, with albums God Loves Ugly, Lucy Ford, and Seven's Travels. And if your hear that and are looking for more, check out Aesop Rock, Murs, or Sole.

US3 is cool, though I've not seen anything else by them other than Hand on the Torch, but it's cool nonetheless.

You may be familiar with Flip Fantasia, sampling Cantaloupe Island? Other tunes are good too like Lazy Day, Make Tracks and Seven Long Years. A blend of jazz, hip hop and raggae.

hip hop has always had a jazz undercurrent - for example Rockit by Herbie Hancock, a seminal hip hop hit hit by a jazz legend
