If you ask a girl, that you have never seen, to date you chances are you will scare her. You will have a better chance if you introduce yourself , talk to her and give a respectable comment. Ask her for her interests and try flirting a little, not too much. If she blows you off then it might be best for you leave it as that. If she flirts with you and you both hit off, tell her you admire her personality and give her your number (don't ask for hers) and tell her to call you if she ever wants to hang out.

office romances are never a good idea, and dont hit on the customers at a place you work either.
otherwise the best way is to strike up a conversation and then ask for her number so you can continue the chat over coffee, soda-- whatever.

Just go up to people you are attracted and start talking them, it works for me. If you have any social skills and you hit it off well, ask for their #. Call them and then meet them again later.

Don't! Love is for suckers! Be like me and wait until you're in your mid to late 20's....that's when girls start to realize that there's more to a boyfriend than his car, money and house....but if you're 25 and older...then I don't know....try Wikipedia....
