that is 100% wrong- especially if you aren't doing anything illegal. First off, to pull you over, he has to a reason (i.e. you were breaking the law). Then to frisk you he has to have another reason. +1 on video taping it if at all possible.
And rememeber, next time if the cop asks you to get out of the car ask why. If he says to search it say NO. Tell him you have been doing nothing illegal and he has no right to search your car and/or you. He will have to obtain a warrant to search your car next time.

First of all, ask him why he stopped you. Then if he says for some type of traffic violation, moving violation tell him to give you a ticket, put his ID badge on it and the name and number of his supervisor and that you will report this abuse and harrasment to the city and his Supervisor. If he won't do that and tells you he has to search the car tell him that you say "No" and that he needs a search warrant. If you say "no, you can't search my car" then he can't do so without probable cause (e.g. sees a handgun, drugs, or a funny noise coming from your trunk) then he needs a search warrant and he probably won't get it. If he still continues to harrash you tell him that you are going to call the police.
If all fails, and you know he is going to pull you over at the same spot. Just before you get there. Dial 911, tell them that there is a police car that is pulling you over and you are not sure if it is a real police officer. They will check in on it for you. That officer has to call in where he is and that he is pulling someone over. If he didn't radio that in then that means that they will send over another police officer to see what is going on.
The case might be that he isn't a police officer at all. Be careful. If all fails, contact your city or police department file a formal complaint and tell them what is going on. Take someone with you while your driving as a witness, he might not do it then.
Good Luck

It is a known fact that all police break the law, because they feel they are above it. That is what this officer is doing. If you are asking how they break the law, wait until the next time you are at a red light & you see a police car run through it. Your best bet is to record his actions & take it to your local media. Asking why, or saying no to him will only be taken as resistance. Definetly do not go to his superiors because they will look out for eachother & turn it against you.

They can pull you over and search your car. But they have to have signs posted saying "Check Point" WELL BEFORE the spot where theyre pulling you over. If that isnt up, I would totally call 911 next time this happens and tell them exactly where you are, just to verify that he is a legitmate cop. They will be able to track the cops in the area. Be sure when you call though, to tell them it isnt an emergency. Or get the number to the local/state police office and call them instead next time it happens.

Just to correct that person. Cops do have the right to search your car without a search warrent. Saying no will just get your car searched and have more stuff torn apart.

Get someone to help film him. He is a pervert. Get him fired if you can. How about a sexual harrassment suit?
Don't report him yet. The cops are like brotherhoods and protectors of each other in this regard. Get evidence and sue him.

Have a friend follow you home and tape it a few times. Then you'll have evidence that he's going "beyond the call of duty". Call up his supervisor and report him at that point.

Get his badge number, go to the cop shop & inquire about him. He might not even be a policeman. If he is, then report him to his superiors. Even if you can't get his number, try to get his name & go from there.
