It's theft. The owner of the store has to pay for those napkins.
If you are very short of money, what are you doing eating out? Please don't tell me you run into the place just to steal the napkins.

lets break it down.

thief: taking a whole package of them just for "home" use.

thrifty: taking 4 or 5 to the table with you and using 3 or 4 of them then taking the remaining ones home.

penny pinching: taking 10 or 12 knowing that you will only use 1 or 2 while at the rest.

I agree with some of the other people here, taking a little bit is being thrifty BUT emptying out the whole dispenser is wrong.

It's all relative. I often take extra napkins to keep in my car. Honestly, napkins are cheap - I would hate to think that places would have to raise their prices on food (restaurants) because people were taking large quantities of napkins for their home.
It's similar to the shoplifting situation - (we) honest customers pay for the losses created by shoplifters.

To do it deliberately is stealing. However, if you have a couple of unused napkins left at your table after a meal, it is a good thing to take them to use - they have to be thrown out by the restaurant, but if you take them to use, you are doing a little bit to be good to the environment.

They put 'em out there for the taking. Some people take a whole bunch and then just throw them out- if you can manage to take a wad of them home and then put them to use, I don't see a problem...now, if you're taking the whole pack, well then you're probably crossing the line....same goes with ketchup, hot sauce and soy.

It is theft...and penny pinching. However many of us are guilty of such theft be it napkins, drinking straws, sweetener packets, coffee creamer, etc.

Those things are there in bulk for the use of paying customers, to use only what they need for the purchase they are making...taking any more than you need right then, is stealing.

thrifty: Keeping the ketchup packets that they'll probably throw away anyways

thrifty, i do that all the time at gas stations, wawas, dunkin donuts, i don't think anythings wrong with that..sometimes you just don't have napkins, but i take them to put in my car..

are you the type that feels "guest soaps" are some sorta perk you get for using someone's bathroom? do you take the napkins if a friend invited to a dinner at their house?
