Please describe in detail the process I would use as well as the software that is required. I currently have Photoshop and the image in question is a jpg.

Unfortunately, there is no way to tell. Once a file has been modified and resaved as a jpg there is nothing in the file itself to show that it has or has not been changed.

About all you can do is look at the picture for obvious clues, like part of someone's head is missing, or a thick line around the altered object. A shadow that points in the wrong direction, etc. But that is about it.

If there was a easy, quick and reliable way to tell a fake, all these Internet fake photos (shark attacking helicopter, man at WTC with plane behind him, "adult" picture of movie stars) which not exist.

Try looking at the shadows, see if they flow in the same way. Also, Zoom in and look for jaggedy edges or over blured edges. Just look for anything that you can do with PhotoShop.
