Does anyone know where i can find a pattern or just instructions for an easy to sew twirl skirt for 18 month-5T?

There are a number of different ways to do a twirl skirt.
One is the basic circle skirt:

Another is a tiered twirl skirt.

Decide how long you would like the skirt to be and divide this number by 3. Add 1 inch for seam allowance. This will be how wide your strips should be.

Measure the child waist. Multiply this number by 2 and add 6 inches. This will be how long your first strip should be. (For my 4 year old I make it 48 inches long)

The second strip should be twice as long as the first strip. (For my 4 year old I make it 96 inches long)

The bottom strip should be twice as long as strip 2. (For my 4 year old I make it 192 inches long)

Close each strip into a circle.
Gather bottom strip on one side and sew to strip 2. Gather strip 2 and sew to strip one. Create a casing across the top and pt in your elastic and hem the bottom.

Another twirl skirt is the gored skirt.
Measure the childs hips and add 4 inches.
Decide how many gores you want (For example my 4 year old has a 20 inch hip add 4 inches =24 divided by 6 gores = 4 inches. So the top of each gore should be 4 inches. Decide how wide you want the bottom of the skirt to be (I like 48 inches), so each gore at the bottom would be 8 inches. Add one inch for seam allowance. Decide how long you want the skirt to be. and thats how long the gores will be. Use paper and draw out the template of the gore. Cut them all out, sew them together. Hem the bottom. Add a casing at the top and put your elastc in.

Look anywhere where fabric and patterns are sold. Browse through the pattern books, Simplicity and McCalls are pretty easy to sew. I don't know what a twirl skirt is but there are patterns for all sizes and styles out there.
