otherwise people would ask stupid questions so they try to make you use them carefully. however as you can see it doesnt work

They do this, because the point to the site is to have meaningful and intelligent question and answers to help everyone out there. By taking points, it prevents people from asking meaningless questions (questions that they don't even care for the answer, or that aren't even questions to begin with). This way, only questions from people who are really want to find out and are interested in the answer, get asked.
Additionally, this encourages people, not only to look for answers for themselves, but also, since they are asking for help from others, to help others in return. If you ask for answers, then you should also help others by answering their questions if you know the answer.
It's to try and create a win-win situation (which is it is still not quite there, but it is getting better over time).

It costs 5 points to ask a question and you get 2 points to answer a question.

Because you get 3 back by voting on which answer you think is the best. So technically, you only lose 2 points.
Just like in Basketball when you score a basket inside the 3 point line.

That's to make you take the question role seriously and not to waste them.
You get some of the points back if you choose a best answer yourself. Don't wait for it to go to voting.

Question means Ignorence which means -ve intelligence.
Answer means knowledge which means =ve intelligence.
Points are Intelligence.
But since its computer so it rewards 2 pts on every answer regardless of its meanings.
