thirteen is now the verge of teenager. So you can go either way-
I would take a few friends to a waterpark (depending on where you live) Since that is something that we miss by October.
Mine is a November birthday. SO we did Festival things, since most towns have them. WE took a group and had lots of fun and then we had dinner out with cake. I really didn't want gifts as much as we wanted to be together.

On my 13th birthday party I rented a movie my friends and I liked and I cooked pizza (the frozen kind) and it was a lot of fun!
